inforusia.ro: Rusia a majorat cu 9% taxa pentru export a petrolului

Incepand cu 1 noiembrie taxa de export a petrolului rusesc s-a majorat cu 9 la suta, pretul petrolului ajungand la 290,6 dolari per tona, fata de 266,5 cat era pana in prezent . Potrivit unei directive semnate de premierul Vladimir Putin, taxa de export a produselor petroliere transparente va constitui 208,1 dolari per tona, iar a produselor petroliere mai putin prelucrate 112,1 dolari pe tona. Deasemenea a fost majorata taxa de export pentru gazele lichefiate (propan, butan, etilen, etc) care de la 1 noiembrie va constitui 116,4 dolari. Pretul mediu al petrolului in perioada septembrie-octombrie a fost de 80 dolari per baril, noteaza ITAR-TASS.

inforusia.ro: Chisinaul cere Gazpromului majorarea tarifului de tranzit al gazelor

Tariful de tranzit a gazelor rusesti prin Republica Moldova spre statele din Balcani ar putea fi majorat, de la 1 ianuarie 2011. Potrivit lui Mihai Dolma, sef Directie gazificare si eficienta energetica din cadrul Ministerului Economiei de la Chisinau, negocierile in acest sens se duc de mult timp si se spera ca pana la finele anului curent se va ajunge la o intelegere cu Gazprom, privind modificarea taxei de tranzit, noteaza site-ul Eco.md.

Iacob Cazacu, vicepresedinte al companiei Moldovagaz, sustine ca de doua luni se poarta negocieri cu Gazprom, la nivel de experti, dar despre un rezultat concret nu se poate vorbi. „S-a incercat negocierea unei formule in baza careia sa fie calculata taxa de tranzit. Dar pana la urma s-a ajuns insa la o intelegere prealabila ca sa se stabileasca mai intai o taxa de baza si apoi sa fie negociata si formula de calcul a taxei”.

Potrivit lui Iacob Cazacu, negocierile sunt extrem de dificile si saptamana viitoare urmeaza sa plece la Moscova o delegatie de la Moldovagaz care va continua negocierile. O decizie finala este  asteptata pentru mijlocul lunii noiembrie, cand va fi clar si marimea taxei de tranzit ce va fi aplicata de la 1 ianuarie 2011.

Seful reprezentantei Gazprom in Republica Moldova, Ghenadii Abaschin sustine ca marimea taxei depinde in special de calculele si argumentarea prezentata de Moldovagaz.

Republica Moldova negociaza de cativa ani cu Gazprom o majorare a tarifelor pentru tranzitul de gaze, dar fara succes. Reprezentanti ai SA Moldovagaz au declarat pentru Eco.md ca de 2 ani actualul  tarif pentru tranzit – de 2,5 USD pentru 1000 metri cubi la 100 de km, in vigoare din 2003, nu acopera costul prestarii acestui serviciu. Costul real este de 4-5 USD si chiar 6 USD per mia de metri cubi, sustineau anterior specialisti din cadrul Moldovagaz. Agentia Nationala pentru Reglementare in Energetica a prognozat pentru 2010 tranzitul a circa 19 miliarde metri cubi de gaze prin Republica Moldova, dar volumul real ar putea fi mai mic din cauza diminuarii de catre Turcia a importurilor de gaze de la Gazprom prin conductele ce trec prin Republica Moldova, in timp ce  capacitatea de transport a retelei de conducte magistrale de transport a gazelor naturale spre statele din Balcani, care tranziteaza Republica Moldova, este de circa 44 miliarde metri cubi.

inforusia.ro: Kievul si Minskul au semnat un acord privind tranzitarea petrolului din Venezuela

Autoritatile de la Minsk si Kiev au incheiat un acord privind tranzitarea pe teritoriul ucrainean a petrolului venezuelan destinat republicii Belarus, a anuntat compania belorusa Belneftekhim, citata de RIA Novosti.

Contractul prevede tranzitarea a 8 milioane de tone de petrol venezuelan anual prin conducta Odesa-Brodii, a precizat compania.

Documentul dintre Minsk si Kiev survine in urma vizitelor recente ale  presedintelui Venezuelei, Hugo Chavez efectuate in Belarus si Ucraina soldate cu incheierea unor acorduri importante in domeniul petrolului.

Potrivit acordurilor semnate cu Minsk, Venezuela va livra Belarusului 30 de milioane de tone de petrol in perioada 2011-2013, presedintele Chavez promitand totodata ca rafinariilor beloruse nu le va lipsi petrolul timp de 200 de ani.

RIA Novosti: Russia anti-monopoly service says may request lower fines on LUKoil, Gazprom Neft

Russia’s Federal Anti-Monopoly Service could request lower fines it has imposed on LUKoil and Gazprom Neft if they admit to violating competition law, the service’s head Igor Artemyev said on Monday.

“We will agree to seal a deal with [LUKoil and Gazpromneft] only on conditions analogous with those agreed to by TNK-BP,” Artemyev said.

An arbitration court in western Siberia lowered anti-monopoly fines on TNK-BP from 4.2 billion rubles ($136 million) to 1.17 billion ($37.9 million) last week after the company confessed to hiking prices on fuel.

Artemyev said a fine against Rosneft may also be reduced from 5.28 billion rubles ($171 million) to 2 billion ($64.8 million).

RIA Novosti: Poland lifts veto on Belarus participation in key transport program

Warsaw has withdrawn its veto on Minsk’s participation in the Northern Dimension Partnership for Transport and Logistics (NDPTL), Foreign Minister Radoslaw Sikorski said on Tuesday.

“Today I…have retracted my veto on Belarus’ participation in the Northern Dimension Partnership,” he said.

This will give Belarus a significant economic boost, he added.

“Belarus can count on some 3 billion euros in the next three years,” the Polish minister said.

He stressed, however, that productive work in the NDPTL is only possible if Belarus holds free and fair elections.

The Northern Dimension Partnership for Transport and Logistics includes Germany, Poland, Sweden, Finland, Denmark, Lithuania, Latvia, Estonia, Russia, Belarus and Norway.

It has been described as “an important milestone in strengthening the transport market in an area at the crossroads of West and East, North and South.”

RIA Novosti: Transneft starts pumping technological oil to China

Russian pipeline monopoly Transneft began testing the Eastern Siberia-Pacific Ocean pipeline on Monday by pumping technological oil to China, the company’s spokesman said.

“At 2:00 p.m. Moscow time [11:00 GMT] we started preparations for filling [the pipeline], at 2:40 p.m. we opened the valves to start deliveries of technological oil to China,” the source said.

China will receive 650 metric tons of technological oil during the trials. Commercial oil deliveries, to total 15 million metric tons annually in 2011-2030, are to begin on January 1, 2011.

China planned to import 250,000 metric tons of crude oil from Russia this November and 300,000 metric tons in December, Xinhua reported, citing a China Customs official.

The ESPO pipeline is being built in two stages. The first stage was launched into operation in December last year and the second stage is to be completed in 2014.

The pipeline is designed to pump up to 1.6 million barrels (220,000 tons) of crude per day from Siberia to Russia’s Far East and then on to China and the Asia-Pacific region.

RIA Novosti: Russia, Qatar to discuss energy projects on Wednesday

Russian President Dmitry Medvedev and Qatari Emir Hamad bin Khalifa Al Thani will discuss joint projects in the oil and gas, hi-tech and nuclear industries on Wednesday, a presidential spokesman told RIA Novosti on Tuesday.

The two sides will discuss widening Russian-Qatari cooperation in the gas industry, including in the Gas Exporting Countries Forum (GECF) format.

“Russia and Qatar pay special attention to the GECF becoming an efficient international organization, which aims to protect rights and interests of producers and consumers, to render greater transparency and stability to the global energy market,” the spokesman said.

Qatar is interested in a project to build an LNG plant on the Yamal Peninsula in the Russian Arctic jointly with Russia’s Novatek. In July, Qatar invited Gazprom EP International to take part in a tender for oil and gas projects in Qatar.

“There are good prerequisites for establishing ties between Russian and Qatari financial institutions with further setting up of joint investment funds and banks. The first step along this way will be the signing of a memorandum of mutual understanding between VTB (bank) and Qatar Holding LLC,” the spokesman said.

The discussions will also focus on the situation in the Middle East, the Russia-Gulf Cooperation Council strategic dialogue, the Iranian nuclear program, and the situation in Iraq, Lebanon, Sudan and Yemen.
