Vocea Rusiei: Europa trebuie să aleagă:gaze sau lemne din Siberia

În lunile ce urmează, investitorilor străini li se va facilita accesul la întreprinderile sectoarelor strategice ale economiei Rusiei, a declarat premierul rus în cadrul Forumului Economic organizat de ziarul Sueddeutsche Zeitung la Berlin. De asemenea, Putin a subliniat că Moscova speră că ţările UE, la rândul lor, vor înceta să pună bariere în Europa în calea oamenilor de afaceri din Rusia.

În prezent, întreprinzătorii din Vest, care doresc să investească în proiectele din Rusia, nu au nevoie de nici un fel de aprobări. Excepţie reprezintă sectoarele strategice, în care investitorii străini trebuie să obţină autorizaţii de participare. Însă şi aceste reguli se vor simplifica simţitor, a declarat Vladimir Putin pe 26 noiembrie.

Însă oamenii de afaceri, din păcate, întâmpină deocamdată piedici în Europa şi ele se reflectă  negativ  şi asupra europenilor, a menţionat Putin: „Companiile europene care se confruntă cu cheltuieli serioase în zona euro, tind să-şi transfere producţia în străinătate. Atunci când capitalurile ruseşti încearcă să pătrundă în Europa, pur şi simplu nu li se dă voie, cu toate că din punctele de vedere economic şi chiar social, europenii sunt foarte interesaţi de aceasta”.

În majoritatea cazurilor, autorităţile UE împiedică avansarea afacerilor ruseşti din motive pur economice, consideră vice-preşedintele Comitetului Dumei de Stat pentru politici economice, Vladimir Golognev: ”Mediul nostru de afaceri este destul de tânăr, mulți proprietari ai companiilor sunt și conducători activi. Această agresie sănătoasă, acest entuziasm și dorință de a munci  nu numai pe piața internă, ci și  în afara hotarelor Rusiei face competitive companiile noastre”.

Una din direcțiile cele mai importante ale colaborării Rusiei cu UE este energetica. Însă și în acest domeniul în ultima vreme lucrurile nu stau prea bine. Amendamentele la Carta energetică(așa numitul al treilea pachet energetic), pregătite de Comisia Europeană, pot duce la limitări de infrastructură pentru companiile energetice și mărirea prețurilor la resursele energetice, consideră Putin.

De fapt, acest document limitează accesul  companiilor la conductele de gaz, în care ele au alocat  mijloace financiare. Potrivit premierului rus, UE ar trebui să poarte consultații cu Moscova în privința unor asemenea probleme, pentru a evita ”situațiile absurde” în acest domeniu.

Belarus se asteapta ca Rusia sa mentina neschimbat pretul gazelor in 2011. Conform anuntului facut duminica de primul-ministru Serghei Sidorsky, Minskul a insistat in negocierile cu Moscova ca pretul sa fie mentinut pe cat posibi l, “avand in vedere ca pretul gazelor vandute Germaniei ?i UE sunt cu 15 sau 20 la suta mai mici” decat in contractele Rusia-Belarus.

La ora actuala, Belarus plateste 187 dolari pe mia de metri cubi pentru gazele naturale din Rusia, iar autoritatile belaruse au evocat recent posibilitatea cresterii pretului la 210 dolari anul viitor. Contractul permite Gazprom sa introduca principiul “equal netback” din 2011, adica profitul din vanzarile catre Belarus sa il echilibreze pe acela obtinut din vanzarea gazului de catre Belarus la pretul mediu european.

Belarus nu face un secret din negocierea unui pret mai bun pentru gazele rusesti, inspirata de acordurile incheiate de Ucraina dupa instalarea noului presedinte Viktor Ianukovici. Agentia RIA Novosti amintese ca acesta a avut de oferit Rusiei, in schimbul unui pret avantajos pentru gaze, prelungirea inchirierii bazei Flotei Marii Negre de la Sevastopol. Relatiile dintre Moscova si Minsk au cunoscut o deteriorare vizibila in ultimele luni, presedintele rus acuzandu-l pe omologul sau Aleksandr Lukasenko ca incearca, in campania electorala, sa infstiseze Rusia ca principalul inamic al Belarus.

Russia is warning Ukraine risks gas cuts after starting a fresh price war, with Kiev claiming that the existing deals with Gazprom don’t meet the EU’s Energy Charter to which it is a signatory.

The EU says the charter also makes parts of South Stream illegal, as other gas companies can’t use the pipeline. However, Alexander Medvedev, Deputy ChiefExecutive at Gazprom, says he will convince Brussels to back the project.

“South Stream is really a pan-European project, its offshore part with Italians and French, its onshore part with Bulgarians, Serbians, Hungarians, and Austrians.And we’re sure that the interest of the European Community is to apply exclusion clauses for South Stream. Because if we add all the capacity of Nord Stream, South Stream, gasification terminals, Nabucco will still be a supply gap by 2020, 2030.”

RT: Countries like Ukraine and Bulgaria have ripped out existing deals with Gazprom. You can’t be happy about that?

“I also support such a view because we’re in a long-term business, and if anybody puts in danger our long-term commitments, who are these magic investors who could replace us?”

RT: What do you hope to achieve when the top Chinese gas delegation flies to Moscow this week?

“We should sign contracts in the middle of next year. Two days ago I met Mr Wang Dongjin, vice president of CNPC, we had a very constructive discussion on technical side, on commercial side, and the next round will take place in China in the middle of January. We’re on track.”

ITAR TASS: New EU gas market rules may increase prices, damage large companies – Putin

New gas market rules planned by the European Union may increase prices and damage large companies, including those of Russia and Germany, Prime Minister Vladimir Putin said after negotiations with German Federal Chancellor Angela Merkel.

He hopes that the Russian position will be understood by European partners and a solution will be found.

The Third Energy Package approved by the European Union in late 2009 binds all the EU member countries to divide gas transportation and sales. The rules will enter into force in March 2011, with a transitional period of two years.

“We realize that European colleagues wish to de-monopolize the market, and that is basically correct. However, the energy market differs much from the transportation market,” Putin said.

“First of all, the suggested measures may be harmful for vertically integrated companies, including those in Russia and Germany. This is our concern. Secondly, no one has explained to us how these rules will be implemented,” he said.

A mechanical fulfillment of these rules may cause the appearance of intermediaries, who will try to make money in energy transportation and eventually increase the cost of energy resources for consumers, he said. “We hope that will not happen,” Putin said.

He referred to the Nord Stream gas pipeline being laid across the Baltic Sea and wondered why Russia should give somebody else a part of its pipeline that goes directly to Germany and farther on to Europe.

“We think it is necessary to apply the ‘do not harm’ rule. I mean we must do no harm to well adjusted models,” Putin said.

Merkel noted that the Third Energy Package would fully enter into force in 2013. “Ways of implementing these rules must be found before that,” she said, hoping that European partners would be flexible.

RIA Novosti: Spain, Qatar to participate in gas extraction projects in Uzbekistan

Qatar and Spain have expressed their intentions to include mobile technologies in projects extracting gas from complex or depleted gas deposits in Uzbekistan, a source from the Uzbek president’s press service said on Saturday.

The source said a memorandum of intentions was signed during Uzbek President Islam Karimov’s official visit to Qatar on Wednesday. During the president’s visit, Uzbekneftegaz, Uzkhimprom, the Uzbek Foundation of Reconstruction and Development, as well as Qatar’s BCEC and Spain’s INTECA signed the memorandum.

“Qatar and Spain also expressed their intentions of including mobile technologies in deep-well gas projects and financial investments,” the source said.

The countries also agreed to cooperate in producing ecologically clean energy projects.

trand.az: Iran opens new Turkmenistan pipeline

The Iranian president and his Turkmen counterpart have inaugurated the second phase of a 1.2-billion-dollar pipeline transferring Turkmenistan’s gas into Iran,Press TV reported.

Mahmoud Ahmadinejad and Kurbanguly Berdymukhamedov attended at the opening ceremony of the project at the border southeastern Iranian city of Sarakhs on Sunday.

The first phase of the 1024-km-pipeline came on stream in January 2010 to deliver gas from the Turkmenistan’s Dovletabad field to Iran’s Khangiran refinery.

The new pipeline will eventually more than double Turkmenistan’s annual gas exports to Iran to 20 billion cubic meters.

The new 48-inch diameter pipeline has the capacity to transfer 18 million cubic meters of gas per day.

Iran’s Deputy Oil Minister Javad Owji, who is also the managing director of the National Iranian Gas Company, told Mehr News Agency that Iran is ready to transit and swap gas with Turkmenistan, Azerbaijan and other neighboring countries.

“Iran will soon become the region’s gas hub,” he added.

Iran sits on the world’s second-largest natural gas reserves after Russia, and has long sought to promote itself as a transit route for oil and gas from Central Asian states.

Turkmenistan, Central Asia’s biggest gas producer, is also seen as one of the key suppliers for the planned Nabucco pipeline from Turkey to Austria, designed to ease Europe’s dependence on Russia for gas supplies.

news.az: 1350 tankers load of oil shipped in Ceyhan

1350 tankers load of oil have been shipped since pumping oil to BTC (2 June 2006) until 26 November 2010.

The Botas International Limited which is the operator of the Turkish part of the BTC pipeline has declared information about shipping oil from the oil terminal in Ceyhan.

Official website of Botas reports that 1350 tankers load of oil have been shipped since pumping oil to BTC (2 June 2006) until 26 November 2010.

BTC has transported 1,060,000 barrels of oil has been transported since the moment of commissioning.

BTC transports oil from the Azeri-Chirag-Guneshli oil fields and condensate from the Shah Deniz gas condensate field in the Azerbaijani sector of the Caspian Sea. Turkmen oil is also transported by the pipeline after signing a new agreement in July. There is an agreement on pumping Kazakh oil by BTC as well.

The works to increase the capacity of BTC to 1.2m barrels daily through applying chemical agents to reduce friction powers completed in March 2009.

The BTC Co shareholders are BP (30.1%); AzBTC (25.00%); Chevron (8.90%); StatoilHydro (8.71%); TPAO (6.53%); ENI (5.00%); Total (5.00%), Itochu (3.40%); INPEX (2.50%), ConocoPhillips (2.50%), and Hess (2.36%).
