Selectarea intermediarului autorizat care va intermedia oferta publica de vanzare, se face prin licitatie, in conditiile stabilite de catre Ministerul Economiei, tinand seama de criterii de calitate si cost ale serviciilor, potrivit proiectelor de acte normative.

RIA Novosti: Kazakhstan revokes license from U.S. firm on exploration of large gas field

The Kazakh Oil and Gas Ministry has revoked the license on the development of the Shagyrly-Shomyshty gas deposit, one of the largest in the country, from U.S. company CaspianGasCorporation over debts, the Novosti-Kazakhstan news agency said.

CaspianGasCorporation, a subsidiary of the American Petroleum company, has been developing the field since February 2004. Kazakh Oil and Gas Minister Sauat Mynbayev was quoted as saying the company owes a large debt to the Kazakh BTA bank and the company’s property has been sequestered.

CaspianGasCorporation has been requested to pay the debt for more that a year, Mynbayev told Kazakh Prime Minister Karim Masimov during a meeting in the country’s southwestern Mangistauskaya region on Wednesday.

“We did not receive an adequate response, that is why the ministry decided today to sign the order revoking the license on the Shagyrly-Shomyshty [exploration],” Mynbayev said.

He said new investors would be either selected in a tender or “through direct talks,” adding that candidates would be requested to cover all debts to obtain the license to develop the gas field.

The Shagyrly-Shomyshty gas deposit, located in the Mangistauskaya region, was discovered in 1966. Its gas reserves account for 32.4 billion cubic meters, making it one of the country’s three largest gas fields.

Kazakh President Nursultan Nazarbayev has pledged to revoke licenses from all investors in the mineral resources sector who fail to fulfill their contract obligations.

Romania is not in vying with Bulgaria to secure a place in the Russian gas pipeline project South Stream, declared Romanian Minister of Economy Adriean VideanuThursday in an interview for Romanian daily Adevărul.

“I would like to say that Romania is not in competition with Bulgaria. To the contrary,Romania considers partnership with Bulgaria on all energy projects to be very useful,” commented Videanu regarding the recently signed agreement on South Stream betweenBulgaria and Russia.

Videanu further stated he is happy at the signing of the Bulgarian-Russian agreement, stressing the need for cooperation on all matters involving the south energy corridor.

He played down reports in international media that previously Romania had replacedBulgaria, and now Bulgaria is replacing Romania back in South Stream, saying nothing has be finalized yet.

The Romanian energy minister shared information he has from Alexander Miller, CEO of the Russian energy giant Gazprom, that a final “feasibility study” which would determine the route of the South Stream pipe is to be completed by the end of the year.

Videanu left open the option that South Stream will pass through Romanian territory, saying it is unclear whether that will be just a branch or the main pipeline.

He also stressed that even lacking a feasibility and economic evaluation of the project, the agreements signed have a strong political dimension.

Videanu said he had not had contacts with Gazprom since the signing of the agreement with Bulgaria.

The Romanian economy minister also revealed that talks with Gazprom for establishing a joint company with Romanian state company Romgaz to invest in Romania‘s natural gassystem and develop storage facilities will probably be finalized by a contract coming October.

In addition, Videanu announced that the Arad-Szeged pipe, linking the Romanian gas system to Hungary’s and the broader EU gas networks will be officially opened in September.

Bulgaria’s Finance Ministry wants to appoint a new manager in charge of the Bulgarian branch of the Trans-Balkan Pipelinecompany set up for the construction of theBurgas-Alexandroupolis oil pipeline.

The Bulgarian Finance Ministry has suggested that Denitsa Beyazovabecome the Director of the Burgas-Alexandroupolis Pipeline Project Company BG EAD, the Bulgarian partner in theTrans-Balkan Pipeline company, a joint venture with Russia and Greece. The news about the new nomination of the Bulgarian Finance Ministry, which is in charge of managing the Burgas-Alexandroupolis project in Bulgaria, was broken Thursday night by the CEO of theTrans-Balkan Pipeline company, Vladislav Emelyanov, who led a delegation of the company for two-day talks with the Bulgarian government on Wednesday and Thursday.

He said the TBB had been discussing the future of the controversial oil pipeline project for two days with senior officials in Sofia including Finance Minister Simeon Djankov himself.

The new nominee of the Bulgarian Denitsa Beyazova is currently a member of the Supervisory Council of the Trans-Balkan Pipeline company. He appointment will have to be approved by the General Assembly of the shareholders. The Russian officials of the TBBsaid Beyazova was acquainted with the pipeline project. Azerbaijan-Germany business forum was held today in Ganja with the support of the Azerbaijan Ministry of Economic Development, AzPromo (Azerbaijani Export & Investment Promotion Foundation) and German-Azerbaijan Economic unity.

According to ministry, near 100 representatives from state officials, alternative energy, agriculture, food industry, finance, machine-building, industry, oil-gas and other spheres of Azerbaijan and Germany participated in the forum.

AzPromo Director Adil Mammadov, Head of Entrepreneurship Development Policy Department of Economic Development Ministry Zaur Gasimov, Head of Executive Power of Nizami District of Ganja Pasha Pashayev, the German Economy and Technology Ministry official and Andreas Neuman spoke about the development of current relations and cooperation, importance of extending of cooperation among the Azerbaijani and German businessmen.

The forum also focused on economic relations and cooperation perspectives were discussed in the business forum. Construction of ‘Beineu-Bozoi-Shymkent’ gas pipeline likely to start in Oct – Oil & Gas Minister

Construction of Beineu-Bozoi-Shymkent gas pipeline is planned to be started in October of this year. Kazakh Minister of Oil and Gas Sauat Mynbayev has informed bout it at the sitting in Mangystau.

“The construction is planned for the fourth quarter, but probably we’ll start it earlier”, he noted.

The project is aimed at providing energy to the country’s southern regions. These regions usually consume about 4 billion cubic meters of gas annually.

Till 2013 the pipeline capacity will make 5 billion cubic meters per year. After 2013 the capacity may even increase to 10 billion cubic meters.
